Final Report of Research Project in Spring 2013
The final report of the five research groups of the Development Planning Unit (DPU) from a field trip in April/May 2013 is accessible on the DPU's website. The groups worked in different districts around Lima, namely Barrios Altos, Cantagallo, Huaycan, Jose Maria Tegi and Casablanca and Callao/Costa Verde coastal area.
Costa Verde Project? Curse or Blessing for Lima´s Citizens?
The Costa Verde Project is an attempt to change Lima's relationship to the coast and the sea. Unlike other cities which enjoy such proximity to valuable natural environment, the city's coast has only slowly developed, beginning from the southern parts of the Costa Verde. Different plans have been considered, including housing and private sector development, enhancing road infrastructure and creating public spaces for leisure activities. The project remains unsustainable as the municipalities don't have the financial means and human resources to entertain a project of this size. Therefore concessions are still given to the private sector as a means to ensure continuous maintenance of the area, which will necessarily lead to an appropriation of formerly public space. In order to reflect social interest, a balance needs to be found between the need for public space and the profit obtained by real estate development. This necessitates highly regulated concessions,
The Costa Verde Authority (Autoridad del Proyecto Costa Verde, apcvperu) has to approve of any changes and concessions given. In a second step the municipalities of Chorillos, Barranco, Miraflores, San Isidro, Magdalena del Mar and San Miguel decide (autonomously) about any projects and concessions in their area. This illustrates the importance of having an urban planning strategy which considers the Costa Verde within the wider urban development of metropolitan Lima.
Furthermore, given Lima's sensitive geographic location, it is crucially important that the proponents of Costa Verde consider issues of natural risk in their planning. [see Risk maps]
